Could the kickban be a reporting feature? Temp (1 hr) ban w/report to the admin group?

Definitely not. Any form of vote kick would result in mass abuse/extremely difficult investigations for us. Almost assuredly none of them would have evidence, so it'd just result in us unbanning them anyways and having to deal with a pissed off player in an event we probably didn't witness.

I haven't played too much around the servers. Would auto-recording demos (with a 1 week window to keep the disk usage down) help in this case?

Not really, in general, our current method of dealing with people seems to be working fine, we haven't had any serious issues in months, and any problem players are subsequently removed within 24 hrs of a legitimate report, so I don't see us changing any time soon.
