For the love of god and all that is good, I cannot get any file to work for me as a spray in TF2. I've been told it needs to be in .vtf format, so is there anyone here who can do for me, possibly, since PS won't let me convert to that tag.
I could provide the images in whatever dimensions are necessary, I just need someone who has the facukties to do such a conversion.

I can convert it for you.
Is it a transparent spray? You can use a 24 bit BMP at 256x256 resolution if you're lazy (as that definatly works as far I know)... but I wouldn't recommend that if you want transparency.

I use to do this stuff all the time, still do. You can send (Private Message, Steam, w/e) it in any format you want; but preferably a transparent .png is the best. Heck; if you get it to me in time, I could probably get it back within a couple of minutes.

I can fix it too, fairly quickly too. A little extra time if the picture isn't transparent from the start (such having a white instead of transparent background).
And a 24 bit transparent PNG with 8-bit transparency mask works the best. (Usually 24 bit PNG's have 8-bit transparency by default).

I usually use transparent .TGA (aka Targa) files with no compression and no bottom-up encoding. About 256x256 or 512x512 works well. Just treat it like you were doing Second Life textures.

256x256 is the absolute max with VTF files. It's possible it might resize if you try to feed it with an 512x512 TGA file, but I don't know.
And yes, I tried to use an 512x512 VTF file. It would make a thumbnail and all for it, but would refuse to work both locally and on servers.

ditto here - 256 x 256 (or smaller. I usually will resize by going into Photoshop, Resize Image, make sure the height and width are connected and change the highest number to 256 and let it balance itself out), Targa (.tga) files. Never had any trouble.

I don't resize mine, I let them stay the size they were, sometimes in the 7xx by 8xx range, and the spray automatically converts down to the proper size. And I use .tga files as well.
paint.net is a good program for converting to .tga and other formats and what I use.
