The updates varied a bit in quality. My favorite update ever was the spy vs sniper one, followed by Engineer update, followed by the War update (although I have to say, the demoman unlocks aren't as useful as the soldier ones :/). Note that all those updates follows the scout one, so I disagree with TF2 being the best before the scout update (even if people seem to agree on it being the "worst" update).
