Even if Valve actually is considering the idea, I think they rather get some things out of their system... such as a soldier update or something similar.

Same thing in VOR: The Maelstrom, although its arguable whether or not Rad Hounds still counted as dogs.

They could also tell animal rights groups that its a game and they can shove it. Its not like those people are in any amount part of their market group.
