Source TV?

So sometimes some people tend to be in spectate because they want to watch. But that takes up a player spot an they get the boot. How come these servers don't have a Source TV plugin to allow players to spectate games if they don't really want to play? Would this be a problem and contribute to lag? If that is the case then I can understand why these servers wouldn't have it.
