Unfortunately their 'Open' Beta is only available to people who've already preordered, or people who subscribe to Fileplanet. So either way, in order to play you have to either pay them, or pay Fileplanet, and I don't really think it's worth paying to play a game not even released yet.

At this point I've got nothing against the game- but I also don't have anything in favor of it. I've given the Champions universe a try many times and always felt unhappy with the end results. And there's the five plus years I've been on City of Heroes. There's been a lot of interesting stuff in Champions, but every time I look at it I stop and realize, "Wait- that's the Nerva Archipelago," or, "I know that power," or, "I can do that emote."

There's more to it, of course, and there's nothing inherently wrong with Champions- but I'm just not seeing a reason to buy the cow when I've already got one.

I use to play CoH, and the buddy of mine who got me playing CoH is probably 10 different ways of signed up on the beta, but now I'm off at EvE, and I see no reason why I should switch to CoH 3.0... err, Champions Online.
