So pretty much every TFP server, including #7 with only 7 players on it was laggy, without the lag spikes

Sounds clientside. If every server was lagging this thread would be much longer.

A common cause of lag amongst many players is the rate cvar being set too law, causing lag in intense firefights. Apparently TF2 sets it's rate automatically depending on the bandwidth setting of steam, but I would suggest manually putting in "rate 100000" into autoexec.cfg (it's in the /tf/cfg folder).

Also there is severeal kinds of lag. Framerate drops are obviously clientside. Things like stutering can be harder to pinpoint (if characters animates but is frozen midair, it's probably network/server related though..). Unfortunately the best way to see the difference is to bring up net_graph 3, and said graph isn't exactly userfriendly or intuitive.

I asked the server if other people were experiencing the same issue I was, and they were having the same problem... otherwise I wouldn't be posting.

its REALLY bad on #4 now... everyone is complaining

really, at this point I think #4 should be closed until you can figure it out...

Since the pings aren't really changing, it really feels like that the server itself isn't able to run TF2... or you have some plugin that messing everything up.

I just updated TFP4 to the latest update which fixed some DOS exploits (It was an optional update and wasn't applied when you made your post). Apparently popular server was randomly bombarded with lots of server query packets, which might be one reason for lag. (Keep in mind, TFP4 is the most popular server due to it's stock only thing).
