I dont know exactly where this would go but ping masking is not allowed right?

as in this pic you see that Sharkbutt has 5 ping, while that is kinda believable at first but he/she had 5 ping the entire game and had 1 ping the entire last game.

if Im doing anything wrong with this Im sorry.

As far as I am aware, messing with your ping is only detrimental if you make it appear much higher than it actually is, causing the server to think you are lagging when you are not. I have no idea why their ping is so low, but it is entirely possible they simply live near the server. It happens from time to time.

I do this :3 it makes it show up as 5 or 1. Doesn't affect anything as far as I know, just there to make people think 'what?' :p

I actually get 5 ping on TFP 3 and 6, but that is because the server is in the same country where I live in and a mere 50KM from where I live. (Netherlands is a small country.)

Some people use it to get around the autokickers on some servers that kicks you for having a high average ping. We don't have a such plugin here so people faking ping isn't really a huge concern.

I dislike it. I really like knowing the ping of people on the server. First it allows me as an admin to detect easier if someone is twitchy from lag, skill or aimbots. Secondly it allows me me as a player to compensate for the terrible lag they are bringing to our combat if their ping would normally be around 300. I fight a ping300 scout much differently then I would fight a ping30 scout. There is no possible reason FOR doing it, and there are reasons for NOT doing it so refrain from doing it.
