Fixed Natascha not getting the proper 75% of damage and slightly increased the strength of Natascha's slowdown

I feel bad for having to work to get Natascha and not use her cause everyone says she sucks (Im not even sure if thats true) But i heard some talk about 63% damage and was like.. LOL WASZ THE DIFF
So yeah thats fixed now.

Fixed teleporter entrance/exit effects being drawn when they don't have a matching teleporter entrance/exit

great.. You know i dont have time to step on a glowing tele porter and look down to see its broken. Thats wasting like 5 seconds that i could be using helping team!!!

Lotta good fixes, but they borked the "Slow" effect from Natascha . Kinda funny that
