EU Server update

Ok, just a little check here.
As far as I'm aware, Sudden Death has been turned back on on the server. I'm still not quite sure how to add allspeak on by default, and currently I'm looking for how and where to re-instate the bonusround timer.

Don't forget to make sure admins have powah on the EU server as well as the US server. Even if we won't need them as much, they may still come in handy during training sessions.

I'll get to the admining thing. But I'll need Endeavoured to fork over names and Steam IDs to Hiryu.
Also, humiliation time should be back in, at 15 seconds.

I just mentioned to Taross that the "mp_stalemate_at_timelimit" is set to "" instead of 0.

...seems to be the reason why the server like to stop in the middle of matches, instead of waiting at the end of the round.

Edit: Actually it might be a bug with goldrush specifically. We had the same thing happening on the US server, and it happened right after a point was captured... the game probably counted that as end of round for some reason.

Sudden death doesn't seem to exist, and it goes straight to stalemate.

Instant respawn also appears to have returned, albeit with occasional few-seconds respawn timers when defending.
