C'mon now guys, he's just trying to help. But this looks like it fixes all of the memory crashes we've been seeing across the linux servers so I am VERY HAPPY *gives cookies to everybody*

It always did only 90%, the patch... the first one today... updated the text to the Mangler to read more accurately. Folks noticed beforehand that it wasn't quite as strong as a rocket, when it was first released. Now they just spelled it out in the text. That's what the "Wording on some attributes were changed." part of the patch meant.
That's why it says instead of doing reduced damage to building, it says straight up it only does 20% damage to stuff.
