Yeah, some of the servers I joined were quite stuttery too, but I have a feeling it's just crappy hosting. There is more players than servers, so the servers with open slots are usually the ones not updated. 
The steam server browser is more useful than the game's inbuilt one. (At least it's slightly less buggy than KF's browser)
