This does give an interesting backdrop to the game. The sons forming RED and BLU, Hale bringing up MANN & SONS, and Elizabeth covering everything.

The shape of the mystery man somehow reminds me of the Civilian, I don't know why, it just does, but, considering the suit is more green-ish than usual, I would expect it to be some sort of army representative (as someone else has said before on the steam forums)
